Title Case that reads right
Title Case capitalizes the important words and keeps short words such as a, and, of and the in lower case, except at the start of the title, as English style guides do.
Cases for code
camelCase, PascalCase, snake_case, kebab-case and CONSTANT_CASE split your text on spaces, dashes, underscores and existing capitals, so “userName”, “user name” and “user_name” all convert cleanly.

Yes. Upper and lower case follow Unicode rules, so letters such as é, ß, Ğ and Greek and Cyrillic letters convert correctly.
